Greater Manchester took a bold step toward deeper community engagement at the Shaping How We Live Well Together: A GM Participation Playbook launch — and CAS was right at the heart of the conversation.
The gathering brought together more than 250 leaders and community voices across grassroots groups, advocacy networks, VCFSE organisations, local authorities, universities, housing associations, funders, and policy think tanks. It was a powerful reminder that real change shows up when people come together with purpose.
Putting Communities at the Centre of Decision-Making
The Playbook launch underscored a clear message: participation is not a buzzword — it’s a responsibility. As Mayor Andy Burnham noted at the event, “the antidote to alienation is participation.”

A Movement Powered by Community Voices
One of the most resonant moments came from Leah Chikamba-Mulando, leader of Angels of Hope and community champion. Her words captured the spirit of Greater Manchester’s shared mission:

“Community power isn’t a project — it’s a movement. And when we trust, equip, and listen to our communities, transformation becomes possible.”
At CAS, these values sit at the core of our work with vulnerable and marginalised communities. We believe participation is how we build safer, more inclusive neighbourhoods, together.

The GM Participation Playbook — co-designed by participatory practitioners and community members — is set to reshape how organisations, partners, and residents collaborate. It provides a practical roadmap for building a city-region where community insights guide decision-making, and where lived experiences influence strategy, delivery, and long-term change.
For CAS, this Playbook reinforces the work we do daily: championing inclusion, amplifying community stories, and advocating for systems that prioritise dignity and belonging.
